  • We will be virtual again this year.

    • We will be contacting the hotel about moving the date to 2022.

    • Derek: overall it looks great. UFAD overview and training would be beneficial. Have added 260 agencies since the last time we presented.

    • Paul: in person would be better if the climate changes as networking with others would be possible in person.

    • Is it better to have the conference a whole day verses spread out over 3 days.

      • Derek: Like the idea of having it spread out over a few days.

      • Mike: if any presentation have a "water cooler" feature to allow side conversions. Another idea would be to have presenters available for general questions a day later.

    • Do we need to have a Q & A session?

      • Would be for any questions not just conference presentations

      • Support Hour?

 

Hosted Environment Update

  • TEG is working on TraCS for Web

    • Login available on any device

    • This will be a few years down the road.

  • Baseline will be available in July 2021

    • We will not be releasing this baseline in the fall as there is not enough time to do thorough testing.

  • Migration takes a lot of time to handle.

  • Help desk staff is doing this on top of other duties.

  • We are doing about 3 agencies a week.

  • We will not get everyone over by the end of the year.

  • Issue

    • Download of tables and RMS was not working.

    • Currently testing and hope to release later today

    • Crash form Area of Damage

      • Currently testing and hope to release soon

  • Pack release

    • Next pack may be in July

    • Then the Fall pack

Race

  • Milwaukee and ACLU compromise

  • Jeff:

    • Under a pseudo consent decree

    • ACLU definitions for races

      • Not sure where they found these

  • Review of Race table

    • Most TraCS forms have the race field.

  • Printed form

    • What text should be printed?

  • F2 Help

    • Should we add the DMV description to the help files?

  • Unknown

    • Jeff: Unknown is not necessary for TraCS, but just for their no contact form.

    • We will not be creating a U for unknown. Agencies would have to add something on the back end.

  • Discussion

    • Brenda: Change to description is not an issue, as the Code is what gets passed to state agencies.

    • Mike: The ACLU description for A is more restrictive

    • Chad: I don't have any initial concerns to descriptions and I like the F2 idea of adding description to assist officers. It would assist the officers on patrol.

    • Mike: Are the codes taken from the DL?

      • Up until a few years ago race was mandated. It is no longer a required field. Race can be left blank, as it is self reported.

    • Jeff: Could go back to ACLU about changing the Native Hawaiian or other Pacific Islander

    • Mike: There is a push to have race included

    • Paul: Would rather have just a letter code

    • Kevin Bauer: So if you are transmitting your wis license info from your external search does it change the race or do you manually have to change the code since dmv doesn't use the same codes?

      • The codes that come in from search would be applied.

    • Kevin Bauer: As long as we don't change the code, everything should be fine

    • Dar: Mike do you want to have the text printed?

      • Mike: I would prefer to have the text printed on the crash form.

    • Dar: Showed the email for UCR values for Race that has A - Asian, B - Black, I - American Indian / Alaskan Native, P - Native Hawaiian or Other Pacific Islander, U - Unknown, W - White

      • Travis: in a perfect world MACH and eTime would bring over the codes that we need. Is there a way to add what the Incident form has an make a conversion? We should start to prepare and look at this?

      • Dar: DMV has indicated that they will never change any race codes unless forced by Feds.

      • Travis: may need to add additional fields on forms, what external search returns and the UCR race. Then convert back to the standard code for transmission.

    • Dar: Any volunteers to write up definitions and send around for comments.

      • Check for ALCU / Feds for their definitions. Derek will check.

    • ELCI: forms shows the text, reports show codes only

  • History

    • Started in June 2019 with the creation of a workgroup

    • Worked with DOJ and DAIT to create a field listing.

    • Viewed forms that Iowa had created in TraCS

    • Created the validation rules

      • Still a work in progress

    • Form design was done by the FAC members

    • Phase I release in Fall 2020

      • DA Transmission

      • Need to contact DAIT before being allowed to transmit

      • Added attachments

      • Basic property form

      • Have received positive feed back from those that are using it.

    • Phase 11 - Fall 2021

      • Add NIBRS complies

      • Transmission to DOJ

      • Updating Property form

        • Will contain evidence as well

      • Supplemental form

        • Contains additional attachments and / or narratives

  • Demo

    • Making minor changes to become NIBRS compliant

    • Need name of hospital on the warrant.

    • Add drop box to add hospital name

    • Issue with refusal

    • Under section 3 of warrant.

  • OWI Warrant - Approved

    • Jeremy Krusemark - Burlington PD - He discussed his concerns and suggested changes.

      • This verbiage is the same as what Milwaukee county uses

    • Option 1: Have dropdown fields that select the different versions

    • Option 2: Have two versions of the OWI Warrant

      • Chad Repinski: i'v used add new for the house party i.e. 20 underage alcohol consumption and i've used add new for add an elci to a crash like Cody mentioned. I have tried on a stop such as state patrol and had to issue a passenger a citation from scratch.

 

  • Decision:

    • TraCS will investigate this and will be discussed at the next FAC meeting.

    • It would be good to not have all the violations come over.

    • We may be sending out a survey to FAC.

Add New vs Replicate

  • Brian went through the documents he sent out on Add New vs Replicate. He then went through the different scenarios and options.

    • Scenario 1

  • What citations would these be for?

    • Just the ELCI and not the DNR or Muni?

      • Correct - Just ELCI to ELCI

  • Travis question

    • This is specific to the ELCI

      • Why wouldn't you move the vehicle over all the time instead of having it as an option.

  • Other options is to not have popups, but to have multiple Add New buttons

  • Replicate means same subject and same vehicle

    • Only difference is

      • Create a warning if DL or plate number but no expiration date

    • New issue - When the go to validate a citation, sometimes State gets put in but there isn't an expiration date

      • Add the rule for the plate the same as the DL.

Is the agency space copied over to other agencies using replicate or Add New for the ELCI? Yes, it also does for the NTC.

 

Fall Pack Update

  • Plan for the fall pack release

    • Release in January

    • We'd like to have more agencies test

  • Testing process

    • Brian went through and showed the Issue Tracker we use along with the Testing Spreadsheet and the Failed Spreadsheet

    • Testing Spreadsheet - From the 'Fall2021' tab, copy all of the "All" categories to all of the tabs. Also, copy all of the specific forms to each of those forms

    • Have a list of rules so they can see if they can break it.

      • Moving forward - if we are going to have other LE agencies help with testing, we need to improve our 'Testing Notes' as well as looking at the process.

F2 Help Project

  • Troopers on light duty have worked on this project

  • Trying to find a replacement for the 'blue book' for crash form

  • Having info. on the F2 Helps - how to fill out the forms is missing, and we want some device to share with supervisors, attorneys, media, etc.

  • Clean up F2 Helps

  • How does the local F2 Help work? If an agency,

  • When the F2 Help Field is pulled up, the title of the F2 Help is the same as the Field name.

  • When running an Adhoc Report, the field names are similar or the same as the Field Name, not the Data Bar Name

  • Create a standard for completing F2 Helps

    • Punctuation, abbreviations (St or Street, Hwy or Highway)

  • Have a standard layout of the F2 Help

    • Look at Data bar Field Name vs Field Name

      • Should these fields be the same or very close to the same?

        • Yes, as long as they don't touch the underlying table field name

    • Mike Satteson shared - In footer of the F2 Help - As an experiment I found that it is possible to create a link in the F2 help that initiates an email that provides the form and field name in the subject line.

 

 

 

  • Could we create a table to enter all the F2 Helps in, Field Name, Revision Date, Original Date, Description, Email, other links, etc.? Instead of using the HTML files.

    • How can it be set up so an agency can add their own comments? - Same table or different table (Custom?)

    • Just need to have TraCS point to the correct table.

 

What is the User Guide or User Manual they are talking about? (Travis and Tejal were talking about this)

 

TraCS User Conference

  • Quick review of how the conference went

  • 320 attendees

  • Breakout rooms were set up with a lot of space between people

    • Theatre setup and not classroom

    • Received questions - felt it was more interactive without the tables

  • General session - tight quarters - only had 9 people instead of 10 per table so need more tables. Only had room for 2 screens, but they them on the short end and those in the back could not see very well. (In 2019, the screens were on the long side of the room and everyone could see with only 2 screens.)

  • Lunch was a miss and the lunch presentation - TEAMS virtual setup went in and out so it was hard to hear the presentation.

  • Other than that, things went well.

  • Some officers have a lot of forms and for those on the webservices it may bog things down

  • FAC wants to leave it as is

Future Meetings - Charter

  • Due to the pandemic and changes in the last couple of years, there were a couple of suggested changes to be made to the Charter.

    • Add a statement stating that the meetings well be hybrid where people can come in person or virtual

    • Modify a statement regarding how long the meets are. Change from 6 hours to 3-4 hours.

    • We'll make the changes and review and approve the changes in the next meeting.
