Questions from Law Enforcement Agencies

  • CRU business unit provided email, phone, and remote support to law enforcement agencies to resolve Validation errors in the DT4000 crash form.

  • We received 10 LEA questions in the last 3 weeks about different crash scenarios involving

    • 3 questions about Fatal Supplement

    • 2 questions about Non-Reportable Crashes

    • 2 involving what driver was doing

    • 2 questions unit type pedestrian

    • 1 field validation error

Crash Database & Resolve System Updates

TOPS Server Error

Issue:

Transmission failures occurred due to TOPS Server error that prevented the Crash Database server from accepting new crash reports. This issue was caused due to staging table space reaching its full capacity.

When:

  • Start time: Friday 9/1 at 1:35 PM

  • End time: Tuesday 9/5 at 8:32 AM

Impact:

  • Failed transmissions: 438

Resolution:

  • Failed transmissions related to DT4002 crashes were retransmitted by TOPS Lab

  • Badger Tracs transmitted the failed BTHE crashes.

  • Crash Records Unit handled 26 failed transmissions and did follow up with agencies to retransmit them again.

Transmission failures

  • We addressed 34 transmission failures in the last 3 weeks after providing solution to the agencies.

    • 6 are transmitted

    • 1 was transmitted as other Document (Duplicate Document Number)

    • 1 is pending with agency.

    • 26 retransmitted due to TOPS Server error

 

FARS Systems

2022 Crash Data

The crash year 2022 FARS Freeze was yesterday, 2023-09-21. There is no word on when these data will be released to the public.

New Case Management System

The FARS team still relies on a 25 year old Access database for case management. We have been standing up the replacement system built around Jira, Box, and Julia for the past year and are now in a position to begin phasing out reliance on the old Access system. This process will take time with the large number of reports that are generated by the old system being the largest barrier to turning the system off. There are a dozen or so reports generated by the old system, including the Daily Fatal, Weekly Fatal, and Milestone. This will be an opportunity to evaluate the FARS system reports catalog and to consider updates to the designs of current reports and to add or discontinue FARS system reports.
