Diagram Tool BTHE

Only the TraCS 10 Diagram tool will be enabled on computers, since the TraCS 73 version of the diagram tool will stop working when MS Access stops working as it is a 32-bit application.  As for the other applications, DSP does not have a license for them so crash forms will not transmit so they are also disabled in the Badger TraCS Hosted Environment.
