This section contains general information about the pursuit. Every Pursuit report contains one summary group. The green highlighted fields are form mechanic fields and should always be entered for the form to work properly.

Number of Agency Units

Enter the total number of vehicles from your agency that were directly engaged in the active pursuit of the fleeing vehicle between the start time and end time of your agency’s participation in the active vehicle pursuit.

This number should not include vehicles from your agency that strictly provided pursuit support in the form of responding in the direction of the pursuit, paralleling the pursuit, securing intersections, providing stationary channelization, deploying a tire deflation device, assisting in a subsequent search or in a high risk stop after the conclusion of the pursuit etc.

Agency Pursuit Distance

Enter the estimated pursuit distance to the tenth of one mile that your agency had vehicles involved in the active vehicle pursuit.

Police Interventions

Select any/all police interventions that were attempted or employed by any involved agency during your agency’s participation in the active vehicle pursuit. Also select “Other” if any other non-listed police intervention(s) was utilized. Select “None” if no interventions were attempted or employed. See a further definition of the selections below:

  • Channelization – An induce to stop technique used in the anticipated path of the pursued vehicle using a moving or stationary police vehicle to restrict the number of routes available to a pursued vehicle.

  • Firearm – Law enforcement discharge of a firearm during an active pursuit.

  • Stationary Roadblock – No Escape Route – A force to stop technique where the roadway is completely blocked with no alternative route provided using any stationary method, restriction or obstruction utilized or intended for the purpose of preventing free passage of vehicles on a highway to effect the apprehension of an actual or suspected violator in a vehicle.

  • Stationary Roadblock – With Escape Route – An induce to stop technique where an alternative route is provided using any stationary method, restriction or obstruction utilized or intended for the purpose of preventing free passage of vehicles on a highway to effect the apprehension of an actual or suspected violator in a vehicle.

  • Pursuit Intervention Technique (PIT) – The intentional act of using a police vehicle to physically force a pursued vehicle from a course of travel in order to impede further progress and stop it. PIT is a specific technical maneuver that requires advanced practical training prior to use. The PIT is a Protective Alternative (at speeds of 35 mph or less) or Deadly Force (at speeds over 35 mph) in the Intervention Options on the Emergency Vehicle Operation/Vehicle Contacts Disturbance Resolution Model. While PIT is a form of ramming, only select the “Ramming” if intentional vehicle contact other than this specific technique was employed.

  • Ramming – A force to stop method involving intentional contact of a law enforcement vehicle with another vehicle. Choose “Pursuit Intervention Technique (PIT)” instead, if that specific technique was used.

  • Remote Vehicle Disabling System – A system that provides an authorized user at a remote location with the ability to prevent an engine from starting, prevent movement of a vehicle, or to stop or slow an operating vehicle. (OnStar etc.)

  • Moving Roadblock – Box In Maneuver – Any use of a moving vehicle, utilized or intended for the purpose of preventing free passage of a vehicle to effect the apprehension of an actual or suspected violator in a vehicle.

  • Tire Deflation Device (TDD) – An induce to stop technique. A TDD is a tool designed to stop a vehicle by deflating pneumatic tires (tube or tubeless type). TDDs are generally constructed of hollow metal spikes mounted in a device that holds them in an upright position. The device is laid across the path of a target vehicle. When the vehicle passes over them, the hollow spikes penetrate the tire and are designed to pull free from the base. The tires then deflate at a moderate rate.

  • Deployed Tracking Device – A GPS type tracking device deployed by law enforcement during the pursuit allowing for the location of the pursued vehicle to be tracked. (StarChase systems etc.)

  • Other Tracking Device – Use of an existing tracking device or other location technology, other than air support, to track the location of the pursued vehicle. (onboard GPS device, automatic vehicle location system, cell phone tracking etc.)

  • None

  • Other – Any pursuit intervention not otherwise listed that was attempted or employed during the active vehicle pursuit. This selection will open the “Pursuit Intervention Other” field and require a manual entry.

Enter the other type(s) of police intervention utilized by any involved agency during your agency’s participation in the active vehicle pursuit.

Pursuit Conclusion Reason

Select the most accurate description for why the involved units from your agency stopped their active pursuit of the fleeing vehicle. See a further definition of the selections below:

  • Law Enforcement Crash – Pursuing unit crashed and not able to continue in the pursuit.

  • Law Enforcement Vehicle Disabled – Pursuing unit experienced non-crash related disabling event or malfunction.

  • Suspect Abandoned Vehicle – Pursued subject abandoned vehicle and fled the scene.

  • Suspect Stopped – Pursued subject stopped an otherwise functional vehicle and did not flee.

  • Suspect Stopped - Vehicle Crash – Pursued vehicle stopped due to crash or due to crash damage sustained during pursuit. May include police interventions such as ramming and/or pursuit intervention technique.

  • Suspect Stopped - Vehicle Disabled – Pursued vehicle stopped due to non-crash related vehicle disabling event or malfunction. Includes engine/mechanical problems, out of fuel or power, and vehicle disabling police interventions such as tire deflation devices, remote engine disabling etc.

  • Pursuit Terminated by Agency - Agency supervisor, involved officer etc. elected to terminate the pursuit. Do not choose this selection if any of the other listed options apply.

  • Pursuit Turned Over – Active pursuit of the vehicle directly assumed by another agency/jurisdiction. Not to be used if pursuit was terminated and then later re-initiated by another agency.

  • Suspect Vehicle Location Unknown – Pursued vehicle eluded pursuing units.
