ESP4500 & E-Dispatch Guidelines

eSP4500 entry is Required:
Full custody arrest
Subject taken into physical custody for bond posting, chemical testing or incident to arrest etc.
Warrant arrest
(separate offense line for each warrant)
Misdemeanor/Civil/Felony warrant
Probation/parole hold
P&P places a hold on a subject from a traffic stop etc.
Juvenile custody
14 year old runaway in custody
15 year old in custody for crime etc.
Mental health custody
Involuntary Chapter 51 custody
Detoxification custody
Intoxicated person involuntarily transported to hospital or detoxification facility etc.
To accompany the SP4215
(Property Report/Receipt)
Drug/Weapon/Currency is recovered/confiscated by DSP during a contact etc.
To accompany the SP4504 (Subject Management Report)
Officer draws and points weapon at subject during a traffic stop
Stop sticks are deployed
O.C. spray is used
E.C.D. is used etc.
Mechanical inspection (TRU only)
DSP crash related, outside agency crash related etc.
Post crash motor carrier inspection
DSP crash related, outside agency crash related etc.
Electronic Data Recorder(EDR) download
Post crash investigation etc.
Drug Recognition Expert (DRE) evaluation
Evaluation performed for OWI arrest, post crash etc.
Non-traffic criminal arrest
Concealed weapon, THC etc.
Non-arrest offense referred to D.A. for charges/warrant/summons
Summons or warrant sought for crime from previous traffic stop etc.
Official contact with a subject on Probation or Parole (enter the Agent# and mark the Route to Probation/Parole box)

Witness to crime, victim of a crime, passenger in vehicle involved in a crime or suspicious activity etc.
To accompany the SP4116 (attach the Safety Education and Special Detail report)

DSP officer plays a notable role in other L.E. agency investigation or incident etc.
When making official referrals to outside agencies (Child Protective Services, DNR, Dept. of Revenue etc.)
DSP officer notifies social services after OWI subject endangers child passenger
DSP officer notifies Dept. of Revenue when illegal use of dyed fuel is discovered etc.
As dictated by DSP Policy and Procedure
Loss of service weapon etc.
As directed by post S.O.P.
Region directs certain additional offenses to be captured on eSP4500s etc. (i.e. all criminal traffic offenses)
At the direction of any DSP supervisor
Significant incident requiring a review of all involved officers actions etc.
eSP4500 Permissible:
Any event where an officer believes the information gathered may benefit the Division or DSP partner agencies
Suspicious activity report etc.
