Only people with the proper permissions have the ability to reset passwords and unlock accounts.
LED's have the proper permissions and have a Reset Credentials button in their MACH Ribbon:

To Reset a user password or unlock an account click the Reset Credentials button.
Select the user you wish to reset and click OK:

Initially both the Reset Password and the Reset Security Questions boxes both will be checked.

If the user has simply forgotten their password uncheck the Reset Security Questions and enter a new password and click OK:

After Clicking OK you will get a conformation screen:

If the user has locked their account check only the Reset Security Questions button and click OK:
